Three commitments. None of them optional.

Neutrality, diversity, and accessibility are not values Confluence PSG lists because they sound right. They are structural commitments that govern how the firm accepts engagements, staffs them, designs processes, and conducts meetings. Each one is described here in specific terms because that is the only way a commitment means anything.

Neutrality

Neutrality is not a posture Confluence adopts when it is convenient. It is a founding principle, and it shapes every engagement the firm accepts and every team member who works on one.

Confluence’s team brings extensive expertise across a wide variety of policy, regulatory, and operational issues. That expertise enables the firm to manage collaborative processes on almost any subject. It does not license the firm to have a stake in the outcome. The distinction between knowing a subject and having a position on it is one Confluence maintains with care.
If a Confluence team member has publicly taken a side on an issue, whether in favor of a specific outcome or in opposition to a specific stakeholder position, they do not facilitate a process on that issue. Advocacy in either direction is the disqualifier. Deep knowledge of an issue, professional experience with it, or prior involvement in shaping the policy landscape around it is not. Familiarity makes a facilitator sharper.
Confluence also does not accept payments or endorsements from parties with a stake in an outcome it is facilitating. Neutrality in both practice and perception is the condition that makes the process work.
Neutrality in both practice and perception is critical for building trust among stakeholders, for finding common ground among people with differing opinions, and for building solutions with the broad buy-in that makes them hold. It is the condition that makes the process work. The firm treats it accordingly.

Diversity & Inclusion

Confluence believes that diversity of all forms produces better outcomes in collaborative processes. More authentic conversations. More creative solutions to complex challenges. Ideas that are more representative of the diverse communities they are meant to serve.

That belief is not a statement of aspiration. It is a design principle. The composition of a work group or task force is among the most consequential decisions in any collaborative process. Confluence works with clients to ensure that the people in the room reflect the full range of perspectives, experiences, and communities that will be affected by the outcome, including communities that have historically been excluded from the decision- making processes that govern them.
Internally, Confluence is committed to building a team and a firm that reflects those same values. The work of a firm that facilitates processes affecting diverse communities is not credible if its own composition does not reflect a commitment to inclusion.

Accessibility

Confluence PSG is committed to hosting meetings that are inclusive and fully accessible to all attendees and presenters. This commitment applies to every engagement the firm facilitates, regardless of format, location, or subject matter.
Accessibility in Confluence’s practice means anticipating needs before they become barriers. It means designing meeting formats, materials, and environments that do not require participants to ask for accommodation that should have been provided by default. It means understanding that people with disabilities are not a special case in public policy processes, they are among the constituencies those processes most directly affect, and their full participation is not optional.
For digital and web-based materials, Confluence is committed to meeting WCAG AA accessibility standards. For in-person and hybrid meetings, the firm follows ADA requirements and works proactively with clients to ensure venues, materials, and processes meet the full range of participant needs.
